Biography
- Career commenced in 1974 at Penrith City Council as a Health
and Building Surveyor. This role involved assessment and construction
monitoring for a range of projects, primarily larger industrial
sites, commercial and residential flat buildings.
- Graduated in 1990 from the University of Western Sydney (UWS)
with a Bachelor of Applied Science (Environmental Health) degree
providing a basis for ongoing environmental monitoring and assessment
of environmentally sensitive projects.
- Gained a Masters Degree in Planning in 1994 from the University
of Technology (UTS) to acquire the requisite qualifications necessary
for the role of Town Planner.
- Has performed a wide range of tasks including development assessments
for residential, commercial, industrial and waste and extractive
industries and rezonings. At Penrith, Hornsby and more recently
Pittwater Councils, Lance was responsible for the supervision
of a large number of planning staff in his role as Senior Town
Planner.
- While at Hornsby Council, he defended many appeals before the
Land and Environment Court and was responsible for the assessment
of major development proposals in the town centre including the
Westfield Shopping Centre and the high density residential development
surrounding Hornsby and Waitara Railway Stations.
- Joined Pittwater Council as Principal Development Officer, one
of three members of Council’s Development Unit in 2000.
He gained a wide range of expertise in coastal management practices
through large scale commercial, residential and industrial projects
and environmentally sensitive developments such as large scale
waste disposal and extractive industry developments in Sydney
and a very sensitive marina development on the Hawkesbury River.
- Currently lectures part-time in development control at the University
of Western Sydney enabling him to keep abreast of current trends
in planning legislation and construction management and ensures
that he is familiar with current best practice.
